John R. Metoyer

John Metoyer has over 20 years of construction industry experience and is a wellseasoned Construction Professional focused on successful project delivery through collaboration with all project participants from concept to occupancy and beyond. Mr. Metoyer’s experience includes governmental facilities, commercial, industrial, institutional, educational, medical, multi-family residential, student and senior housing construction projects. Mr. Metoyer, as Owner Authorized Representative, has managed over 500 million dollars of construction including the design and construction teams on various County of Ventura Medical Center and Santa Paula Hospital projects, County of Ventura replacement fire stations in Ojai, Fillmore and Newbury Park, the turnkey delivery of Rio Del Mar, Rio Vista Middle School and RiverPark West Elementary School, Oxnard/Ventura Joint-Use Fire Station, the County of Ventura’s Operations and Emergency Maintenance Facilities and the 285 unit Village at Northridge Senior Living Community. John Metoyer is a Certified Construction Manager, (CCM) with the CMAA, a LEED Accredited Professional, USGBC member, a licensed CA General Contractor and member of the Coalition of Adequate School Housing (CASH). In addition, Mr. Metoyer has lent his Construction management expertise to several inner city parishes and schools for developing their strategic planning processes for crisis and risk management, operational analysis and technical aspects of building systems, and for improving facility development plans. As Construction / Operations Manager Mr. Metoyer collaborates with teams of professionals for the delivery of complex projects utilizing various contractual arrangements including bid-build, low-bid, design-build, multi-prime and negotiated stipulated sums. Focused on on-time delivery within budgetary constraints Mr. Metoyer employs all available systems and technologies for scheduling control, optimizing strategies for procurement, phasing construction marketing to bidders to ensure competitive prices, cost control, quality control through closeout and turnover with transition to occupancy and post-occupancy operations

Director – Operations

Joshua Manevich

Three decades in the construction industry built upon his engineering structured military background have resulted in hundreds of quality, expertly organized and managed construction projects. Mr. Manevich provides concurrent management of planning, design and construction from inception to completion, as well as full support of ongoing operations. He effectively develops and manages project teams to maximize value and minimize waste, without compromising time, cost, and safety. Mr. Manevich inplements economical coordination to manage programmatically complex, multifaceted new construction and renovation projects that include Operations and Maintenance Facilities, Educational and Detention Facilities, Medical Facilities, Fire Stations, High and Mid-rise Complexes, Mixed-use, Multi-family, and Custom Homes, along with associated infrastructure, e.g., sewer, gas, domestic water distribution, reclaimed water, storm water management, electrical transmission and distribution, streambed and embankment stabilization. He is highly valued for turning around high stress environments into successful builds due to his experienced managerial and organizational skills that enable him to effectively interface with owners, architects, government regulatory agencies and community groups to insure successful project delivery. From concept to occupancy, his ability to navigate local laws and building codes affords procurement and delivery of projects on-time and within budget.

Jon Klein

Mr. Klein has more than 25 years of experience, and a strong knowledge of the construction industry with proven on-site supervision skills. John has managed public works projects, mixed-use with multi-family and senior living projects in additions to serving as project superintendent for new and renovation school projects. With an emphasis on workplace safety and SWPPS training, Jon has proven to be an integral part of success in the construction of complex trophy projects. Jon is exceptionally driven and well organized with a strong desire to succeed on all levels. He has excellent negotiation, communication skills and is capable of managing multiple, simultaneous projects with optimal results. Significant Project Experience Ventura County Maintenance and Operations Yard, Saticoy, CA. Supervised the completion of the state-of-the-art 25 acre facility adjacent to the Santa Clara River housing seven County Departments, including Communication, Roads, General Services, Water Shed Protection, Weight and Measures and Friends of the Library. He was responsible for the project schedule, prepared reports, coordinating work with subcontractors, vendor communications, ensuring project staff adherence to safety regulations, and monitoring of project costs. Additionally, Jon supervised the relocation of materials & equipment from the previous Yard to the new Saticoy Operations Yard. Riverpark’s, Rio Del Mar and Rio Vista Schools, Oxnard, CA Supervised the construction of these state-of-the-art school facilities encompassing a 30 acre site, complete with community ball fields and concession stands, gymnasiums, lbi raries, science labs, cafeteria and administration offices. Responsible for interfacing with DSA and Design Teams, project scheduling, prepared reports, coordinating work with Contractors, vendor communications, ensuring project staff adherence to safety regulations, monitoring of project costs and closeout. Senior Living, The Village at Northridge. Supervised Construction of a 285 unit senior living community including independent and assisted living quarters, kitchen and dining rooms, library, theater, exercise and crafts rooms, hair salon and spa, mail room and internet café. Responsible for day-to-day management of site personnel, contractors and vendors, interface with Design Team, RFI’s and daily logs, trade contractors meetings, work and safety inspections, monitored progress schedules, and performed SWPPP maintenance.
